Just playing devil's advocate for a minute:
Maybe the 2004 total package for a senior education employee was, say, £68,000.
In 2007, taking annual rises into account, the total package could easily have tipped over to, say £72,000 and would then have to be reported in these figures.
I would suggest that, in 2004, there were a load of people just under the £70,000 theshold.
