Cuts in States Spending
« on: April 30, 2010, 06:39:24 PM »
I note Senator Ferguson has been requesting details of cuts from Depts reluctant to do anything other than increase expenditure.
Perhaps Sarah would like to offer a simple anology to these reluctant muppets (I.m not even going to start on the teachers!)
"Hello , this is Jersey , we are a small Island of 45 square miles with a population of 90,000 people, now we have a big birthday cake , paid for by the taxpayers, unfortunately this year , because TERRY GOT IT EFFING WRONG!  the cake is not quite so big. quite inconveniently , this thing called a recession hit us and lots and lots of your friends and mine are out of work, which is a sad thing , but since i,m employed by the States , thats a good thing, anyway , without wishing to hear about your miserable problems , the States have problems of their own! People are saying we should not fly to China or India first class because the company we set up (otherwise known as a quango!) insists that if we do not go , then they will have no excuse for their miserable existence, which is surely a bad thing,,,Frown,,,,,,,,anyway lets be positive and even if you are struggling presently , its good to know there is a boat in the morning.
(honestly, people become so boring when they are desperate.........its not like they were born here huh?)

Sarah has also done some first class work producing an organisation chart for Health - the first step to systematically seeing what is duplicated etc. Otherwise, at the first mention of cuts, the Chief Officers always offer up nurses, doctors etc and no one has any idea what other posts are there.

It's good to see that she has her finger on the pulse.

It is not hard to make cuts , the problem is the social unrest which may follow. Given that less than 25% of the people on this island actually have any sort of allegiance to it, then it is quite apparent that they are people who fully understand that economic circumstance dictates the price of fish.
The Greek population have lived in a Euro-fools -paradise for a number of years and are now having to confront the actual cost of living way beyond their means. This time around they are quite lucky in that Germany and its subject countries (The usual misfits...France , Belgium , Spain and Portugal , along with other Benelux countries ) will bail them out with the help of the IMF.
How lucky are we with our alliance to the UK and thereafter ,its alliance to the USA?
The terrible deaths of 3 Greek Bank employees may bring Greece to its' senses but I doubt it ..........It will be just a prelude to default in Greece and there after the other Sweaties , wrong acronym , but i,m sure you know what I mean.
Hard decisions are taking place in the rest of the world , the same tough decisions need to take place right here in Jersey. Get with the program Jersey , I am entirely reminded of the Statement , copyright the Conservative Govt. Circa 1997 "I,m Roseed , you are Roseed ,we are all Roseed " Sitting in a playground calling people names or hiding in a meerkat refuge is not going to help. We need governance, we need strong leaders, we need decisions and we need them made now!
We are all sick of the posturing , lets go for some results , Cometh the hour cometh the man , well the hour is now , where the Rose is the man?

From Roger Bale.

THERE are no company heads in the tax paying private sector who do not have knowledge of their staff, their responsibilities and remuneration with specific details available to them at the press of a button.

If the responses of ‘too time consuming’ to Deputy Paul Le Claire in response to his request for details of States employees’ duties, responsibility and salaries are indeed as reported in the JEP of 27 April then we have clear evidence of the scale of mismanagement in the five States departments.

Also exposed is the nonsense of paying public sector salaries in line with the private sector.
Public sector management have no role in generating income against market place competition. Their role is simply administration.

If the report is correct then those persons in charge of the departments named should have their role and remunerations made the subject of an urgent review.

In the tax paying private sector they would in all probability be shown the door.

Again Mr Bale points out what most people already know, and is completely correct.
How can a caretaker of public land, the waterfront, with out commercial pressures ie competition, be rewarded to the tune of £287,000 per year for allocating building plots.

I am suprised that States members have not asked questions in the house as to whom sits on the remuneration board. Why was a bonus of £41,000 given?

Interesting Post Dylan,

You are aware that property is the biggest  business after finance, in Jersey and the portfolio of publicly owned property is worth hundreds of millions.

You also probably know that  WEB costs a fortune to run and according to recent figures has not given a return to the treasury, although it was given £20 million as a start up fund.

I think you are having a laugh Dylan.

The only two politicians who can sign off deals set up by the quango WEB are the CM Tery Le Suer and the Treasury minister Philip Ozouf therefore they must have meetings with staff and be close to Mr Izatt in order to sign off business as his bosses.

Bearing in mind CM Le suer has tried twice to have all public property, land, houses; old buildings put in another quango absorbing WEB. The plan apparently would be to develop any property, field, area on behalf of the island, at arms length from the assembly.

I truly cannot believe that these two gentleman are influential on a board SEB  rewarding  Mr Izatt  ( £41,000 non productive bonus) and his staff at WEB when they are clearly involved in the business.

It must be a separate board deciding on pay for WEB staff being a quango and nothing to do with, and separate from the property services department which comes under scrutiny and the assembly not suffering from commercial sensitivity.

Surely ?

To solve all Jersey's problems in one single move : Appoint Frank Walker as Foreign MInister with own entourage + private plane (he's got a yacht already ) First port of call should be Greece ! No worries !
