I am interested in any more details to put "flesh on the bones" regarding where the 10 members will be taken from.
I would also be interested in any ideas you may have regarding the electoral boundary imbalance where a vote in St Mary (on the basis of electorate / places in the States) is effectively double that of most of the larger parishes. Guernsey as you know solved this by clustering smaller parishes together, thus retaining parish boundaries but attaining equitable proportions. The UK, of course, redraws electoral boundaries.
St Mary is therefore in some respect, heading towards what (pre1832 Reform Act) used to be termed "rotten boroughs", especially as the bulk of developments for housing fall in other parishes. Many people, when I've asked which is the smallest Parish, have said St Mary, based no doubt on its small population; it is, of course, St Clement, which surprisingly is still seeing proposed developments around Samares despite its bulging population.
