Whose idea seems the better regarding Christmas bonus - Ian Gort or Francis Le Gresley?
I'd say Le Gresley has the better position - any restriction of Christmas bonus by means testing means more paperwork, more bureaucracy, whereas a general reduction, but retaining it for pretty well everyone local (who have all paid into the "pot" before they were pensioners), means (a) no messy extra paperwork (2) if the economy improves, it can go up again.
